Hover effect error: Object [object Object] has no method 'popover' ccm.app.js line 9

We've recently updated concrete 5 as well as the theme. Prior to the updates this issue did not exist.
The main menu hover effect is not working and the first menu item displays a line through it which looks like it is part of what is supposed to be the hover graphic.
The site ishttp://www.shbc.ca. Have a look.
What's interesting however is that the hover effect does work when logged in, but does not work when not logged in. I have cleared the cache with no effect.
This is the Javascript error on the site:
