I think the dashboard option is only available if you purchase a license from the author. You should send him a message and ask about it:

I've purchased licenses from him before and he's incredibly prompt and helpful with support. I highly recommend purchasing a MISER license for every commercial site you build -- in my experience the speed increase is dramatic and well worth the small cost.
