How do I make an image change with mouse over?

I want it so a button will change to look like it is highlighted when your mouse is over the image. How do I do this?

Is it in your content area? If Add a image block, when u edit it u see a ADD image field and a "ADD image on stage" image on stage is the mouse over! Hope that helps.
