How to add seperate blogs?

So as a perk to top contributors on my site I want to offer them a blog- but I was wondering whether it is possible to create a new blog? How do I do this and make settings such that they only have permission to add blog posts there?

Hi, ProBlog makes this really simply for you. just add "blog_section" attribute to any page to create a new blog area.

I don't think that's a solution to my problem though :)I need to offer a blog but ensure that it's the only blog that the single user can affect.

I have a commercial app called "user blogs" that installs on top of ProBlog.

It's not cheep, but well supported and already used on a couple of corporate intranets.
