How to create onhover pop up like on this forum?
Do you mean drop down menus? If so I to am very interested in this.
The add-on Pug http://www.concrete5.org/marketplace/addons/pug-gallery-and-popup-u... does this nicely

If you can see from my files attached the up state is a bunch of image and on hover of an image i want to pop out of show a hidden div or box which contain text about each image, do you think Pug can do this?

I've just been looking at this add-on for one of my upcoming projects but haven't used it yet. They have a pretty good demo page at http://www.weblicating.com/c5-add-ons/pug...
The one thing I noticed was its activated by click rather than scroll-over and I'm not sure what it'll take to modify. Its worth asking on the marketplace pre-sale question tab
