How to give permissions to dashboard search

I've allowed access to clear the cache for Contributors. Because they cannot see the Dashboard, I'd like for them to search for the Clear Cache page. But when they search, only the documentation shows up.
Is it possible to change this so the Clear Cache command shows up?
(note that using the "sign in as user" button shows all the search results, but logging in directly as a Contributor doesn't).
