How to make a block with ability to add layouts and other blocks?

Hello,
I want to make a lightbox block where I can add an image, a title, a layout and other blocks in the layout the same way you do that on a page. Is this possible at all in Concrete5.7? If yes, which block can I use as a starting point?
For example I can use the Zoomer block as a starting point to select an image. I can add the Title field myself. But what can I use to add a layout and blocks?
