The standard image block includes an image rollover, so if you can add a bit of javascript to your link you can probably hack it together from that. Or maybe a custom view for the image block with modified javascript to listen for your link.

You could do it fully with my Magic Toggle addon. 2 image blocks sandwiched between Magic toggle blocks and a Magic Toggle remote control block.

There are no doubt other addons that can do similar for something as simple as an image, maybe with a little modification.
