Some menu items can be disabled by config settings.

Generally, assuming you are creating a site for a customer and don't want an inexperienced customer to mess with some things, you should make them an Administrator (not the super admin) and use permissions to limit what they can see or do (see permissions in the docs).

For your original question, you can also go to the sitemap, view dashboard pages and 'delete' a dashboard page. But that is generally not a sensible thing to do - you could accidentally make a site or the dashboard unusable. Better to use permissions.
