[How to]Add an item in the dashboard header bar

Hello everybody, i want to add a "tab" in the dashboard header bar like the internationalization module (see the attached files).

Take a look at this free addon.http://www.concrete5.org/marketplace/addons/handy-toolbar/...

It might not be exact, but you can look at the code and maybe get what you need.
