How to insert pageAttributeValue() into page as block ( content or any type ) or update existing block?

1) Attribute:meta_tile to be shown in Header Area in editable Content block already setup through Page Template
2) if user add image through attribute Img field, how to add new image block on that page so that it can be editable through page and not only through page properties
