iFrame Window.Open IE odd behavior

I have an iFrame block that calls a php page from another site.
The page displays properly, and features a javascript window.open call.
When the new browser window opens, the parent window displays the index of the folder from the remote site.
This behavior ONLY happens in IE. Any insight into its cause, and correction would be appreciated.
