Include a Custom Site Theme Paths File as Part of a Theme Package

I am wondering if it is possible to include a customized version of the "config/site_theme_paths.php" file as part of a theme package?
I tried including it as part of the package and installed it, but it wouldn't work. Is there something I would need to include in the controller.php file?
Is it possible to do this at all? If it is, how would it be done properly to be included within a theme package?
