inheritance of page formatting

We have a content site and the site has currently 13 defined sections. It has been explained that we can set the site up with each section being a mini site. The idea being the advertisements would repeat over that section, that were design to be displayed in that section.
My question that when I add more content using the Pro Blog I am being told I need to add the code for the same ad on each page. Doesn't Concrete5 have the ability to inherit the formatting of the main page that it is associated with?
You can create a global object/block can you create block that are local to a single section? It seems quite primitive if we are unable to utilise inheritance over a section. Or is concrete5 only capable to create global and local block which have to be produced every time you create a new page?
