Inserting Custom PHP & Marquee Codes

Hello,
I am trying to figure out how to place in my normal Header to this concrete platform.
http://masterzradio.com/members/... is what the current members section looks like, however I am trying to see about placing the top php coding that is uptop with the marquee to be still up on top with below that being Concrete5 for the members section.
any suggestions on how that can be done?

any number of ways, you can make a block, you can hardcode it, etc
would concrete read from a folder that's outside of the concrete folder, although on the same server?

we have a complex php/mysql built system that works with this DJ Program that we're using. and I need that folder to be able to be read from the dj program and to the concrete site.
Where would you all recommend that we put the folder in?
