Is there a second page_controls_menu_js.php for index.php/dashboard?
I used that script in tools to change the edit toolbar when the site is in edit mode. Mostly buttons, but then when I go back into the dashboard bam! its back to its original state???? Why? What script controls the edit bar in dashboard?

Were you ever able to resolve this? Experiencing the same issue.
You probably shouldn't be modifying that file. If you need to add buttons to the toolbar, have a look in the marketplace there are 2 plugins that do that :
