Just Moved a Site "[an error occurred while processing this directive]" Error

I just moved a site to another server. A routine Linux to Linux transfer, Bluehost to Arvixe.
The site show up fine, but I can't access the backend. I get this error(see attachment): [an error occurred while processing this directive]
I am assuming this is a server error, hopefully. Any directive here?

What are the recommended permissions for the concrete5 files? Is it a the same for all the folders or should I be careful not to change permissions of certain folders? Thanks!!

A little more investigating shows that anything to do with the login page does not work, spitting out the same error and page.
Any ideas?

Ok so i tried moving the same site to another domain and am getting the same error and the login page is still not working. I will try a fresh copy of the files, including the database. Hopefully this will work.
Well that didn't work. I guess I will have to build the site from the ground up again.
if you have shell access, you can run some commands to recursively sort out the directory and file permissions. There is a howto with the details.

Based on web search results for this error, it sounds like a server issue (likely permissions).
