I'm not sure if this has been mentioned elsewhere, but I just wanted to request that the "layout" feature work like a block, rather than consuming existing blocks.

If I add a header that spans the width of the page, then I click to add a 2-column layout, I would like the layout to fall, like a block, below the header. Instead, if I create a 2-column layout, it includes my header as the first column, forcing the second column to fall below.

This is counter-intuitive to me, so I'd prefer if it instead left everything alone, and added a new layout below the existing content.
