Looking for an Announcement Add-On

I am building a page where at the top of the page, I want to display an announcement section. It would kind of be like a bulletin board that could be updated by the user on a daily basis with images, text, links etc.

Any suggestions?

If you want it in page, show an 'announcement' stack in a global area of the header. Then simply update the stack in the dashboard.

If you want to edit the announcement directly on a page, create an announcement page to write on and pull the Main area of that page into the global area of the header using the Global Area block (different to a theme Global Area), or a Universal Content Puller block.

Finally, there are popup and slideout blocks that show on load. Bounce Box, some 'modal message' blocks, Magic Tipple, plenty more.

You can also use Site Notifications add-on, but i don't think it support rich text:
