Mailing list Add-on won't download

I purchased the Mail list add-on and have licensed it to my site but when I try to download it from within my dashboard I keep getting this message -
The following errors occurred when attempting to process your request:

Concrete was not able to save the package after download.

I contacted support at Mail List and this was their response

"This seems like more of a concrete5 core issue that one relating specifically to this package, so it's probably better suited for the general forums, but my best guess is that it's a file permissions issue, where the server doesn't have correct folder permissions to save that package."

Does anyone have suggestions for how I can get this add-on downloaded into my Concrete% site

Make sure that <concrete5-dir>/files/tmp exists and is writable...

I can't find <concrete5-dir>/files/tmp but I'm also not sure where to look so I may be missing it...

On your server you will have a public_html directory, and under that will be files, and under that tmp. Make sure that the folders are there, and that they are writeable.

If you ask nice your hosting company will probably help you out,
