Members can no longer login to permission protected pages

Version: 5.6.3.2

I recently switched shared hosting providers - went from Bluehost to A Small Orange. I basically rsynced six sites over to the new host, migrated databases, and everything works great. However I'm having a really strange issue with users not being able to login.

If a site has a page/section that is protected by permissions, when users attempt to login they are just constantly brought back to the login page, no error or anything. I am able to login just fine as the super admin by going to /login/ - however if I try to login to a permission protected page, even with my super admin, I just keep getting the login page.

I've tried a number of things: clearing cache, checking linux folder/files permissions, removing/adding users from groups, creating users from scratch... nothing seems to help.

Any idea what could be going on?

Narrowed it down to an issue with pretty urls. If I disable pretty urls, login works as expected - with them enabled, the user continues to be redirected to login page. Any idea what could cause this?
