Missing menu options when editing a block

Greetings,
We moved our C5 site to a different server the other day and for some reason we have missing options in the edit menu. To be clear on what I mean by the edit menu, check out the file I attatched.
Both of these screen caps were taken in the same website, but on two different templates. Page A is missing the option to move the block in the area and page B is missing the design option. When I work locally, i do not have this problem... so something happened when we transfered the data to the new server.
I don't care about the Schedule Guest Access option, or set permissions, but we really need the Move at least. Design would be nice, but not necessary.

Look at your permission settings, maybe...
Thanks 55webdesign for the suggestion. However, I don't think this is the problem. I did look at the settings, just in case, but did not find anything. When we changed servers, we moved everything, including all the data in the database, which includes the settings.
I suspect it's a database problem, but i'm not really sure where to start...

Update: I just tried to create a templates to see if creating a new template would fix the problem and it didn't.
I looked in the market place, the forums and google to see if there was a way to export just the content of the site, so we could do a fresh install of concrete... but no luck...
