Does this app permit multiple users who can only make changes to a specific page or an area in a page? I am contemplating using this software to list a bunch of cross country ski areas and offer the operators a chance to update their conditions. Would this app be suitable for this?

Yes, you need to use advanced permissions and you can set each of them as owner of their own little mini site with permissions at the page, area or block type level.
