My "Add Layout" option has disapeared

Part way through creating a website and my "Add Layout" option has disappeared leaving only the "Add block" option on an area.

The area is set up like this..

$a = new Area('Main2');
$a->enableGridContainer();
$a->display($c);



What have I done wrong?

I eventually worked it out.

The "White label" addon has an option to "Turn off layouts"... I assumed it was "Turn off layouts for the customer" not the admin as well...
