Need ability to associate multiple user accounts to one user for the purposes of billing only

I am creating a site for a self storage association that has the need to create relationships beyond groups I think. Maybe I am wrong, however this is what I need to accomplish.
1. In some cases, a management company will manage multiple facilities. I need both the management company and the facilities to have user accounts, but I want the ability to associate a given facility under a given management company's user account. So, it management company 100 manages companies 100a, 100b, and 100c, I want them all to have their own user credentials, but I want all the children (100a, 100b, and 100c) to show up on user 100's account when he/she logs in.
2. I would also need the ability to ADD more companies and associate or disassociate them to a given parent/management company on the fly.
3. I understand that I can set up company 100 as its own "group" and then associate anyone with that group, but will those that are associated in that way show up under user 100's account when he/she logs in?
4. Regardless of how everything associates behind the scenes, I need the public portion of the site to be able to search for ALL facilities irrespective of their group of parent company.
Is there an addon for this?
