Need help creating a Directory

Hello all!
I need a directory script or some addon that I can manipulate to function as a directory. I'd like to spend as little as possible at the moment since I have no returns yet.
What I hope to have is something like this:
http://www.nextdaypets.com/directory/dogs/website_directory/submit....
It should be an automated system with approval options for the entries submitted.
