Need Ideas for Building a Community Site

I have a project of my own that I am planning, and need some suggestions on how I could set up this community site.
Basically, it will be a site where users can upload and / or create their own work. It would work like this:
1) User registers, and creates a submission (with ability to upload files).
2) An administrator gets email notification of submission, and can then review the item. They can approve or deny it.
3) Once approved, the submission shows up as its own page (under a category). Also, the user who submitted it can go back and edit it.
I had originally considered the "ProBlog" addon for this, but it's not quite what I'm looking for.
Any suggestions on how I could do this?
