New Admin and Page Defaults

I added a new user to the dashboard. Set the account into the admin group. User cannot edit page defaults. How can I change that?

Unfortunately only the super admin user can access page defaults. This is a major drawback in my opinion, but it's the way it is (for now -- although I'm going to file a bug report about this because it definitely should be different).
Okay, just came across this post which explains the reasoning behind why this works this way, AND provides a way to override it (by enabling advanced permissions):

In 5.4 and above, go into dashboard > settings > access, and click "click here to modify other permissions." then change "change content on page types," to whatever user/group combination you want to be able to change default content.
(And you don't have to enable advanced permissions to change this.)

Doesn't seem to work though (running 5.4.1). The option is enabled but the (non-super)admin users can go into edit and change properties etc but not add/remove/edit any blocks.
I'm experiencing this as well -- version 5.4.1.1. I can go to the Page Defaults, but when I click "Edit Page", no editable areas appear.
EDIT: Okay I've figured out the problem -- the Administrators group didn't have permissions to edit the page. The solution was to go to the page defaults, click "Edit Page", then click "Permissions" and check the box next to "Administrators" (under "Who Can Edit This Page"). Then exit edit mode and then re-enter edit mode.

5.6 does not seem to have "dashboard > settings > access".... I looked and looked...
