New area above header?

Hi, community I hope you help me, because I really need you!
I'd like to put New editable area where the red letters of the picture are. I have the code
a href="<?php  echo DIR_REL?>/">
                     <?php   $block=Block::getByName('My_Site_Name');

                     else echo SITE;

but I really don't know how to use it, where to put it, what all the attributes means.
I'm ready to attach every file you need to help me.

In your page type templates, you need to find the portion of your html that corresponds to that location on the page, and put this code in there:

$a = new Area('Header');
$a->display($c);
?>

I guess it would go where you currently have that logo code. But it probably won't look right -- the theme would need to be designed with a header area like that in mind, and if it's not you will need to alter the html and css of the theme. If you don't know how to use HTML and CSS then it's not going to be possible to do what you want to do -- you will need to find another theme that has a header area there, or hire a designer to do this for you, or learn HTML/CSS on your own.
