New build "Your site is already connected to the concrete5 marketplace."

I installed Concrete5 and started to build my site, when I tied to add new packages I got the prompt "Your site is already connected to the concrete5 marketplace."
How can this happen, it is a new build with a new database?
How do I fix this?
Looking through the forum, there seems to be major issues with regard the community link and the effect it has on developers.
Appreciate any assistance.

I'm getting the same message with a site that has been connected to the community for several years, but I cannot get an addon that I need. Anybody out there got any clue?
