New Blocks not showing

Hi
I have duplicated the file block and added some extra css styling, then I upload it to the block directory in the root rather than the one in the concrete directory but it doesn't show up under the Add functionality tab or when i try adding a block to a page.
I have also tried adding one of the free blocks 'asmiller_gallery' from the marketplace and I get the exact same same problem.
Anybody come across this or am I doing something wrong?

I'm not sure what's going on with the file block that you're trying to override. my best guess is that your directory structure isn't set up right. For the marketplace blocks, you are adding it to the packages directory right? Having the right directory structure is important. For example, after copying it, the controller file should be located at c5root/packages/asmiller_gallery/controller.php
