No Packages and Upgrades Folder in 8.2.1

I was just getting ready to do a manual upgrade from 8.1 to 8.2.1, and then I noticed that there is no "packages" or "upgrades" folders in the extracted 8.2.1 directory.
Are these folders no longer needed? Or have they been moved elsewhere?
