NOOB Question Of The Day: Is it Practical to build a 'PURE' Mobile Site with c5?

MY QUESTION IS: Is it practical to build a 'pure' mobile site with c5?
Or would that be using c5 for a purpose it was not intended for?
I imagine one can define 'initial' page dimensions for mobile size in c5. BUT would a c5 site created that way -- as a pure mobile site -- still function as nicely as the 'standard' c5 responsive site?
Would the c5 blocks and other stuff display nicely on mobile if I chose to build a pure mobile site?
OR should I consider a different website builder for that purpose, like jQuery Mobile builder? (I'd prefer c5 because it is more feature-rich than the jQuery Mobile builder.)
I ask BECAUSE concrete5 seems to be meant for building RESPONSIVE sites. All recent c5 templates are responsive. Thus, I wondered if c5 shouldn't be used as a builder for mobile sites.
One more question, please.

Beyond a WIX website, I have zero experience with web dev. SO, this is my first day with my fresh new c5 installation on my PC (thanks to Bitnami's WAMP with c5 module).

Why not a c5 responsive website? For several reasons....
I have not a found a good c5 responsive multi-category blog template (or magazine-style responsive template). Many c5 responsive templates didn't seem that great when viewed on my Note 3. The few that looked excellent on mobile didn't offer the layout that I want. There is a huge shortage of c5 templates (compared to WordPress).
My aim is to build a multi-category blog website (or multiple-blog website?) to share my woodworking knowledge with high school students who take woodshop.
I surveyed my HIGH SCHOOL students asking if they would visit a PC website or mobile site. The vast majority preferred visiting a mobile site. Apparently, the FUTURE is mobile sites. So, I don't think I need to a responsive website.
Well, if I could build a c5 responsive multi-category blog likehttp://andrewembler.com -- which looks perfect in mobile view, I would...but I don't know how yet....and I need my website sooner than 2 years later (after learning how to code).
concrete5 is the most noob-friendly CMS there is...more than Wordpress....but the c5 world is not noob-friendly.

Why do you want to make a mobile website only?
Many developers take a "mobile first" approach, designing for mobile then enhancing the page at large screen widths.

In general, responsive sites will serve a wide range of device sizes.
A common "minimum width" is 320px when designing for mobile. This will vary depending on your target audience. Some devices and users in developing countries may be using smaller devices than 320px wide.
