Not able to cache

Hi all,
I maintain a website:http://www.marshoutdoor.com.au. I moved it from one server to another. I made sure that folders like packages and files are writable.
But I realised that the site is running very slow. The Dashboard is even slower. I try to enable caching, but it goes back to Disabled, meaning I cannot enable cache.
Any help will be highly appreciated.
