Is this event also fired when a page property or permission has changed?

It seems that it ONLY fires when page properties have been updated -- see this thread:

(Note that there is some disagreement in that thread about how it actually works -- so until someone does some thorough testing and documents it, or until Andrew pipes in, it is still a mystery!)
