only admin can change pagetype defaults?

I have changed permissions and gave permissions to other group to edit these pages but still, only admin can change defaults for pagetype.

I get this notice:
You must be logged in as admin to edit default content on page types.


How can I change this and where please?

of course, same user is member of Administrator group aswell.
