Output tag attribute name in page title and instead of number in url

Hi There,
Title says it all really - is there a way to output the tags attribute name of the tag instead of the number in the page title and even in the url?
e.g.
For page titles:
Instead of:
And for urls:
Instead of:

For page titles:
Recipe Search - Breakfast - Website Name
Instead of:
Recipe Search - Website Name
And for urls:
/?akID[21][atSelectOptionID][]=breakfast
Instead of:
/?akID[21][atSelectOptionID][]=19
any luck on this? I am trying to do the same thing.... Seems like it would be so easy.
Sorry mate, I couldn't work that out - I'm a designer so don't really understand how to output stuff to the URL.
Does anyone know how to do this?
It creates annoying duplicate content issues when page titles, descriptions and sometimes even page content (depending on the combination of tags) are all identical.
