Page loses permissions when child of external link

Hi, I'm having some difficulty. If you have encountered this, please confirm it. I'd love to have this thing fixed.
I'm using 5.4.2.2 in this site.
In one section of the client's site, I'm having the auto-nav block keep track of the pages. We need the list to be divided up into two sub-sections. We don't want the sub-section "titles" to have their own pages, so I'm using external links with a hash tag to make the job a little "easier". Example:
Home
-Section
-subsection A(external link)
-page1
-page2
-subsection B(external link)
-page 1
This would work great, except for when I create a page under Section, set its permissions, and drag it under one of the subsections external links, the permissions get wiped out. The super admin has no trouble with this, but my client can no longer see or edit the pages as he needs to.
Any one else have this problem? Is this a known bug, or can it be avoided by me doing something different?
My only work arounds at the moment are 1) to make the subsections actual pages, and add page content or redirect them, or 2)use content blocks (tedious).
