Page type controller does not seem to be detected if not in /concrete/controllers/page_types/

Hello there!
I am trying to add a page type controller to a packaged page type. The page type is installed automatically with the package, but the file itself is living only in a theme inside the package. My problem is that the page type controller does not seem to be detected. It only works if I put it under <c5root>/concrete/controllers/page_types/, but does not if I try <c5root>/packages/<my_package>/controllers/page_types/ or directly <c5root>/controllers/page_types/ either. Can anyone shed some light on what am I doing wrong? Thanks!
