page type permissions not holding

i give a page type a site hierarchy permission, but when i create a page it has no permissions. all parent pages have permissions?

you should set the permissions on the page type default page the way you want them and then set the page permissions to "by page type default". All newly created pages should pick up the permissions from page type defaults then.
