page_controls_menu.js taking forever to load

On one of my sites, page_controls_menu.js just occasionally, with no obvious cause, takes up to 30 seconds to load, delaying the display of the dashboard menu. It happens on all pages. Anyone got any idea what could cause / remedy this?

The 30 seconds thing seems significant - sometimes it takes 60 seconds, sometimes no delay at all. Certain pages do it consistently I've noticed.

What could be causing these 30 second delays?
