PageType Defaults Design Button dissapeared

I have installed latest version of concrete. Now, when editing PageTypes Defaults, I don't see Design button any more?!
Other site that has older version of concrete has it.
On both sites I edit as administrator.
Maybe I should mention that only difference between two ( except version ) is that newver had multiligual addon installed.
Please help as it is very important part of creation.
