Paid Addons and mlutiple environments

Hi,
I have a quick question.
If I have a site with multiple environments (dev/testing/staging/live)
Do I have to purchase a license for each environment of my site even if the first 3 are on internal test boxes and not accessible to the general public?

the default license says this: 1. License Grant. Subject to the provisions of this Agreement, Customer is granted a limited, non-transferable, non-exclusive license to use the Software Application for a single website and a single staging or development version. Customer may not offer the System for resale without expressed permission from DEVELOPMENT PARTNER.

As a developer myself and in so far as my own addons are concerned I'd say you'd only need one licence for each live site and you have unlimited use in a development environment.
For example if you purchase my Paypal Digital Delivery addon I would be happy for you to use this many times on a single live site for a single licence purchase and any number of times in a development environment. However if you needed it for a second live site then a second licence should be purchased.
