Permission on specific block - am I missing something?

Hi All,
I want to allow editing of one specific block on a page.
I created a user (doesn't belong to the admin group)
I went to the page clicked on the block, edited permissions, added the new user to the edit permission and... NOT working.
Am I missing something? Am I supposed to go to the sitemap first and specify that I want permissions to be set manually?
Any help here please?

possibly that you need to change the page permissions to allow the user to "edit contents" and then override the block permissions to remove them from the stuff you dont want them doing? Seems to work on my end, but you would think what you're trying to do *should* work.

2- when on the page and gave area editing permission to the same user
3- went to the block and set editing permission for the same user.
When I log in as that user I do not have any editing possibility.

Could you describe step by step what you did to have it work? By the way I am on 5.6.3.1
