I am very new here (like 24 hours new) and am wondering what this might look like in Concrete5. I have used WordPress for years and am trying to see how C5 would compare with this kind of functionality.

I need a website with permissions gaining access to (I'm guessing this is where you use Workflows?) a page where, lets say, ten admins can upload and download pdf files.

Can someone tell me how this might be implemented so I don't go down the wrong rabbit hole.
