Permissions default page type set up on child pages

Hello,
I have a site with advance permissions on. And I have been trying to allow the administrator group to edit page defaults and most importantly to allow them to Set up on children pages; however, no matter what I do the Set Up on children appears empty.
What am I doing wrong?
I would really appreciate any help.
