Permissions for Changing Page Order

I was just wondering if there was a way to set permissions on moving or changing the order of pages. Right now it appears in my configuration that any user can change the order of the pages, regardless of their access level.
Do you mean all the users are set as administrators?
I should have been more specific. I was not able to prevent any user, regardless of permission when they had access to the sitemap from the dashboard from reordering the pages. Here is a screencast of what I am talking about,http://screenr.com/YU08
My quick fix was to remove the sitemap completely from the dashboard so that function would not be available.
