Permissions not being applied

I have a website over athttp://www.cornwallalc.gov.uk When you go to the page at the bottom right you will see a block called newsletters. I want all registered users to be able to see this block when they login.
I have it set up that way but only administrators can see the block when there logged in. If tried changing so many settings but can't seem to get it right.
Can anyone tell me where I'm going wrong or offer some advise?
