Permissions on 5.6.0.1 - limit a user to only being able to edit part of a page?

I am running version 5.6.0.1. I would like to host sites where my clients have the following ability:

There is at least one 'site owner' at the client. When editing a page, the owner(s) should ONLY be able to edit or move on the page, the part(s) of that page I have given them permission to work on.

They should not be able to create new pages or do anything else.

I'm thinking a group called "owners" would be appropriate here and the permissions should be set for the group. Individuals could then be added or removed from that group.

I have:

1) turned on Advanced Permissions,
2) created a group,
3) added a member to that group,
4) assigned permission to edit a region on the front page to that group (I think I have ), and
5) I have made the toolbar visible to that group, logged in as the member of that group, clicked on "Edit",

but I can't edit the region as "owner" -- the edit mode doesn't change when I click "Edit".

Also, when logged in as the owner, I can see everything on the Dashboard (bad) but I can't do anything with what I see there (good).

Since this involves security, I'd like to know what the correct way is to do this. I don't want to flounder around, make it work somehow, but have created a security risk in the process.

How have you made the Edit bar available for 'Owner'? Working with permissions might be a bit tricky, but what you need to do is give 'Owner' edit permissions on the page in question and then lock down the areas and blocks you don't want 'Owner' to edit/add.
