Phantom template blocks

I upload a template file that has 2 editable areas.

However C5 shows more and uses names I haven't used.

Cleared the cache etc. so where do these phantom areas come from?

Previously installed themes.
Layouts - every cell in a layout creates a new area

Once they have been used, even currently unused areas persist in the database.
I think 8.3.1 may have a cleanup for empty unused areas. There was a pull request to do with that.

Overall, in the c5 ecology, consistency of area names is a mess. I did an experiment on 5.6 and found 422 area names across 115 themes. Despite PRB attention to this in marketplace themes, 5.7 and v8 is no better. https://www.concrete5.org/community/forums/5-7-discussion/page-type-... and

Yeah it was the foundation theme I had previously installed. I just changed the block names to something more unique
